Where: If the internet is unavailable to you at home, it is available to anyone who has access to transport themselves to a public library for free. Therefore, freedom of speech through the net is available to everyone.

When: 365 days a year, twenty-four hours a day, freedom of expression and speech is available to everyone who has the internet.
